VCHS Space Management

VCHS Space Management provides planning, strategic, operational, analytical and decision-support services to the Vice Chancellor for Health Sciences regarding the creation, assignment, use, and financial sustainability of on-campus and off-campus research and instructional (R&I) space, R&I capital construction projects, and general campus physical planning. This includes the oversight of 2,600,000 gross square feet in 43 buildings at three geographically separated campus locations supporting $559,000,000 (FY12) of annual Health Sciences research activity.
Research and Instruction Capital Planning
- Translation of functional and programmatic initiatives into facility concepts
- Project initiation and guidance through central campus authorities
- Financial feasibility analysis (revenue vs. debt analysis) on proposed projects and residual impact on existing debt obligations
- Review/approve site selection per campus Master Plan, Neighborhood Plan, and Long Range Development Plan
- Review/approve all capital building (exterior and interior) planning, design, and construction decisions that impact program scope, project budget, or delivery schedule as VCHS owner-representative
- Includes R&I projects at La Jolla West, La Jolla East, and Hillcrest Campuses
Space Planning, Design, and Facility Renovations
- Review/approve facility renovation requests from administrative, research, and instructional units
- Provide space planning consultation services including functional and programmatic definitions and elements, area schedules, and financial feasibility analysis
- Provide design consultation services including general design principles and parameters, space adjacencies, physical schematics, finish schedules, and construction bid documents
Space Productivity Measurements and Capital Debt Obligations
- Primary staff support for the Vice Chancellor’s Space Advisory Committee
- Rotating periodic space review of 18 hierarchical units (schools, departments, divisions, organized research units, centers)
- Track assignments and characteristics of space by hierarchical unit and location
- Measure space productivity as a function of grants, contracts, royalties, lab service agreements, recharges, and other economic activities
Off-Campus Lease Management and Requests
- Review/approve new research, instructional, and administrative off-site lease requests
- Manage 81 existing leases for renewal, modification, or termination with $12,000,000 (FY12) annual rent obligation for 430,000 RSF (rentable square feet)
- Measure financial sustainability of proposed and existing leases and strategically realign lease portfolio to improve fiscal performance without impinging research activities
- Review/approve all tenant improvements as VCHS owner-representative
Research Core Services (BioCORE)
- Administrative oversight of independently directed Research Core Services (BioCORE) unit
- Review/approve rate proposals, internal and external income statements, operational expenses, and overall fiscal sustainability of 73 recharge units with $20,600,000 (FY12) of annual revenue transaction activity
- Review/approve individual recharge units’ scope of scientific services and propose efficiency strategies to increase, decrease, combine, or terminate activities in alignment with the VCHS Research Strategic Plan and institutional needs
General Space Operations
- Coordinate VCHS research continuity mission, protocols, and communications for emergency power needs
- Review/approve all physical security solutions including electronic access controls and video surveillance equipment
- Serve as VCHS point-of-contact for Environment Health and Safety (EH&S) communications and lab compliance issues
- Serve as VCHS point-of-contact for Transportation and Parking Services (TPS) planning initiatives and operational impacts
- Serve as VCHS point-of-contact for Facilities Management (FM) and Facilities Design and Construction (FDC) project management and operations
